PRIMO Europe (PRIMO: Public Risk Management Organisation) is a pan-European umbrella organisation of independent national PRIMO chapters as well as organisations of public sector chief executives. The organisation was established in 2005.

The association seeks to enhance the knowledge and use of risk management within the local and regional public sectors, as well as the public sector at large, in Europe. PRIMO Europe’s long-term aim is to establish risk management as a natural and integral part of good public governance.

The organisation covers 15 000 managers and public sector chief executives in 16 European countries.
